Do unused NovaHDR credits roll over?

Yes. Unused monthly property credits roll over, up to a cap that depends on your plan, and purchased One Property credits never expire. Caps: Solo 15, Pro 45, Studio 120.

Each paid month adds your plan's credits. Subscription credits are used before purchased credits, so a One Property credit you bought earlier stays available.
